If you have Necronomicon then you will have access to the hell dimension. It is located inside Urzon Citadel's portal that is behind the throne.

If you are on good route and have Necronomicon then instead of fight with Belphegor, portal will open and large part of dungeon will be accessible. It full of dangerous enemies, traps and lava pits as well teleport pillars that take you to different places in the area.
