You will meet Timothy and Joann when they speak to Mayor Edgar but with no luck. Near the conclusion to Protect The Relic quest they will be murdered by Edgar. Alternatively if Alcedor is affiliated with the cult during the quest Second Summoning Alcedor gets to choose who will get sacrificed, either Timothy or Joann. Joann herself will commit suicide after being spared. Regardless of the choices Alcedor makes, she and her brother will always die or disappear.
