Flood Arkos is a side quest in Infernax. He will not give you the quest if your moral score is high enough, so it is recommended to do it as early as possible.

Walkthrough

Simon Johns is a "resident" of Arkos, will ask you to destroy the dam keeping the village safe and above water level. While you can say No to take a stance on the matter later, you can choose either Yes or Never to properly begin the quest and change the rewards accordingly.

Destroy the dam east of Arkos

To reach the aforementioned dam you must traverse through Stormheim Shore. After going through a winding path you should come to a crossroads: to the right (east) will be Stormheim Castle and to the left (west) will be an inn, and right next to it is the dam. To destroy it, attack it repeatedly until it eventually crumbles under the pressure of the water and floods Arkos.

Return to Simon Johns of Arkos

After destroying the dam, you should go back to Arkos and talk to Simon Johns for your reward. Note that destroying the dam before accepting the quest skips the previous step entirely and gives you the reward as soon as you talk to him. Be careful as you can fall into the water and die if you're unprepared.

Choosing Never

Kill the specters

If you choose to never flood the village, Simon Johns will undergo a transformation and reveal his true form: the Specter boss. Information and strategies on the boss are located in its respective page; it should not be a difficult fight and upon defeat it will drop money and experience, along with boosting your moral score.
